Albany Med Health System Names Chief Digital and Chief Quality Officers

Albany Med Health System President and CEO Daniel T. Pickett III has announced the appointments of Robert (Robbie) Freeman, DNP, RN, as chief digital officer, effective Oct. 5, 2026, and Jennifer Rabaglia, MD, as chief quality officer, effective Nov. 2, 2026.

“Digital integration and patient experience, quality, and clinical excellence are paramount as we advance our vision for First Choice 2030,” Pickett said. “These appointments support the System’s continued evolution into a more connected, integrated, and transformative academic health system and the strategy to make the Albany Med Health System the first choice for patients, physicians, and other health care professionals, students, partners, and supporters throughout northeastern New York and western New England.”

Chief Digital Officer Robbie Freeman

A health care executive with two decades of experience leading enterprise digital, data, and artificial intelligence transformation efforts, Freeman joins the Albany Med Health System from Mount Sinai Health System, where he serves as chief digital transformation officer for the eight-hospital system.

“Robbie’s proven track record of integrating digital products, artificial intelligence, and clinical informatics directly into health care delivery will lead us to optimize clinical outcomes, empower our care teams, and streamline daily operations across the Health System,” said Pickett.

As chief digital officer, Freeman will lead the Health System’s enterprise technology organization, with responsibility for digital, data and artificial intelligence, enterprise applications, infrastructure, cybersecurity, digital experience, and technology-enabled research and innovation across the System.

Under Freeman’s leadership, Mount Sinai became a nationally recognized leader in digital health and artificial intelligence, achieving the number one global ranking in AI (Nature Index 2024), while The Mount Sinai Hospital was ranked the number five Smart Hospital worldwide by Newsweek in 2025. He led digital experience improvements that achieved 99th-percentile Epic MyChart performance, secured a $12 million New York State Healthcare Facility Transformation Award to expand AI capabilities across more than 1,000 inpatient beds, and established strategic partnerships with leading companies including Microsoft, Google, and Intuit.

In addition to his executive experience, he serves as an associate professor in the Department of Artificial Intelligence and Human Health at the Icahn School of Medicine at Mount Sinai. He holds a Doctor of Nursing Practice (DNP) from Yale University, a master’s degree from NYU’s Stern School of Business, and is a graduate of the Mount Sinai Phillips School of Nursing and the University at Albany, where he received a bachelor’s degree in human biology and was inspired to pursue a nursing degree after interning at Albany Medical Center’s Emergency Department.

Freeman is also credentialed as a Certified Healthcare Chief Information Officer (CHCIO).

Pickett also recognized Scot Van Sickle, who has served as interim chief digital technology officer for the Health System. Van Sickle will assist with the transition before continuing his role as vice president of Information Technology for the Health System.

Chief Quality Officer Jennifer Rabaglia, MD

Dr. Rabaglia will provide strategic leadership for quality, patient safety, patient experience, infection prevention, and performance improvement across the Health System to enhance clinical excellence and measurable outcomes.

An accomplished physician executive with more than two decades of experience driving health care transformation across complex academic and integrated health systems, Dr. Rabaglia most recently was system chief quality officer for UCHealth, the largest health system in Colorado, where she developed and led an enterprise-wide quality program spanning 15 hospitals, approximately 2,500 inpatient beds, more than 200 clinic locations, and 36,000 employees.

Prior to that, she was chief medical officer for the Ambulatory Surgery Practice at Froedtert and Medical College of Wisconsin, and chief quality and safety officer, associate chief medical officer at Parkland Health and Hospital System in Dallas.

“With her deep expertise and exceptional track record in leading clinical quality initiatives, Jennifer is uniquely equipped to optimize our care delivery, elevate patient outcomes, and standardize world-class medical excellence across our entire system, making the Albany Med Health System the region’s first choice,” Pickett said.

Dr. Rabaglia completed her surgical training at Brigham and Women’s Hospital and Harvard Medical School in Boston, including a two-year research fellowship and a clinical fellowship in endocrine surgery. She received her medical degree from University of Colorado School of Medicine, and a Master of Science in clinical research from UT Southwestern Clinical Research Scholars Program.
